Russian Abstract: В статье рассмотрены проблемы промышленной политики страны в историческом аспекте. Выделены четыре основных этапа становления промышленного производства в России, характеризующиеся «взлета-ми» и «падениями» в производственной сфере. Особое внимание уделено третьему этапу, в связи с тем, что страна в данный период лишилась большей части своей промышленности. Динамика промышленно-го производства в 1991-2013 гг., показала причины его упадка, которыми явились рыночные преобразования, ориентированные на либеральную модель рынка и уменьшения влияния государства на рыночные процессы. В статье приведен анализ федеральных законов, принятых в 2014 г. в сфере реального сектора, которые позволили определить перспективы реализации промышленной политики.English Abstract: The article gives a detailed analysis of industrial policy issues in historical aspects. Four main stages of industrial production formation in Russia which are characterized by take-off and falling in the production sphere are considered. The special attention is paid to the third stage because the country lost the most part of the industry during this period. Having analyzed the dynamics of industrial production in 1991-2013, the reasons of its decline are revealed.The main tendencies of industrial policy caused by economic blockade are characterized. Having revealed the essential obstacles of import substitution as one of the most supporting processes of industrial production, it was proven that it is necessary to use import-substituting policy with export-oriented model and stimulation of innovative development. These actions will allow the Russian economy to reach industrial growth and to improve welfare of the citizens.In conclusion, the formation of own industrial production has to have long-term strategy of development and active state support which will help to reach stable social and economic development, as a result of considerable structural economic transformation and technological modernization of production. It is confirmed by research of the federal laws adopted in 2014 in this sphere. They allow the state to give financial, information and consulting support.
