Abstract

In the previous chapters, a variety of materials has been presented concerning the technical methods for integrated cost and schedule control, for generating original performance models, for extracting derived performance models, and similar functions. Implementing the project strategy or game plan, including selecting the team and completing certain administrative details, has also been discussed. A major factor which not yet discussed but which may in fact control the ultimate outcome of the project in terms of time, cost, and profitability is establishing and maintaining a commitment to the “game plan.” While the ideas and concepts to be presented are less technical and less precise, and while each construction organization will have its own approach to establishing both the game plan and the necessary commitment to it, the ideas expressed in this, chapter will be, to say the least, helpful in these crucial areas. The most neatly articulated plan, schedule, and budget which have been implemented but lack the commitment of the parties responsible for carrying it out will never even approach their potential.
