Abstract
This article suggests that the state and federal investment in communities during the last 100 years has shifted from a proactive public policy investment strategy to one based on investing in the prison industrial complex. The author warns that this strategic shift in policy is having and will continue to have devastating, long-term consequences for the youth of the U.S.
