Abstract

According to the characteristics of the city disaster, the index system of the city disaster emergency capability assessment is established, and its weight is determined by the analytic hierarchy process. Moreover, the fuzzy synthetic assessment model based on fuzzy pattern recognition is established, and the final assessment grade is expressed by the relative eigenvalue, this model can construct the optimum subordinate degree of fuzzy information, which make the result of assessment more scientific and accurate. Urbanization has been the common tendency of the global development. But the city is also becoming a huge load bearing body of the disaster with the fast inflation of scale, the development of the social economy and the centralism of the wealth. The city can be influenced by various disasters, such as the earthquake and the geological disaster, the meteorological disaster, the flood and the water shortage, the fire and the detonation, the high and new technology disaster, the environmental damage disaster, the accident of life safeguard system of the city, the traffic accident and so on, which can cause the losses. The city disaster emergency capability is an important factor for measuring the level of city disaster management, the losses of city disaster can be reduced by improving the level of city disaster management, which can guarantee the sustainable development of the city. For making further improvement on the city disaster emergency capability, the basic condition and the comprehensive level of the city disaster emergency capability must be grasped and understood. Therefore, the research of index system and model of the city disaster emergency capability assessment is the basis of construction of the city disaster emergency capability and foundation power of improving the city disaster emergency capability (1-3) . II. ESTABLISHMENT OF INDEX SYSTEM OF THE CITY DISASTER EMERGENCY CAPABILITY ASSESSMENT The index system of the city disaster emergency capability assessment is the basis of assessment, the accuracy of the assessment result is affected directly by the selection of index system of evaluation. The index system of the city disaster emergency capability assessment is established according to the systematic principle, the scientific principle, the feasibility principle, the policy principle and the prominent principle, the weight of the index was determined by the analytic hierarchy process, which is a qualitative and quantitative way, which make the assignment of weights more scientific and reasonable, and symbolize better the important extent of factors to the city disaster emergency capability (4-6) , as shown in table 1.
