Abstract

The Government announced in the Spring of 1991 its intention to create a Local Government Commission to recommend sweeping changes to the structure of local government in England. At the forefront of the debate was the argument that a group of major cities, including Nottingham, should be granted the status of ‘unitary’ authorities, able to perform a full range of functions. Nottinghamshire County Council commissioned a study from consultants KPMG Management Consulting of the implications of the City of Nottingham attaining unitary status. A review of the study and its conclusion (that there is no compelling case for change) is presented here.
