Abstract

Health care must be more effectively organized and more efficiently delivered through a rational system. Based on experience with health-care delivery in Chicago, a systematic model is proposed for (a) neighborhoods, (b) subregions, (c) multiple subregions, and (d) regions. Health-care corporations would deliver comprehensive medical care financed on a prepaid capitation basis. The system would be supported and evaluated by the regional authority, which would assist in planning, data collection, evaluation, and review.
