Abstract
This manuscript provides a look at one state’s certificate of need (CON) process and the controversy regarding whether to eliminate the need for a CON or not. The pros and cons of the process are discussed as well as home health agency closures within the state. In addition, this article summarizes the activities of the Maryland commission and the statistics available regarding utilization for home care as well as the recommendations and findings that were raised during the analysis and decision-making process.
