Abstract
The present Home Civil Service is based on the Northcote Trevelyan Report dated November 1853. It was appropriate therefore that a revision should be considered and the Fulton Committee was appointed in 1966 to examine the structure, recruitment and management, including training of the Home Civil Service and to make recommendations.
