Abstract
Abstract This chapter describes the records and data used in the book. The chapter explains how the records were obtained under the Freedom of Information Act (FOIA). It offers a brief background on FOIA and the challenges of the FOIA process. The records, referred to as congressional correspondence logs, are described. The logs include records of communication from members of the US Senate and House of Representatives to ten federal agencies between 2005 and 2012 (109th–112th Congresses). The chapter explains how records from three of these agencies, the US Departments of Labor, Homeland Security, and Energy, were used to construct the dataset used in the quantitative analyses in the book.
