Abstract

Would an effective International peacekeeping force pose the threat of world domination and dictatorship? Built-in safeguards can keep the “monster” from coming to life, and what seem to be the “practical” reasons against such a force may be the “impractical” ones that can spell our doom. Mr. Barnes, a retired State Department foreign service officer, is presently associated with the Smithsonian Institution's Interdisciplinary Communications program.
