Abstract
Modern system of international relations established a special responsibility of the Security Council’s permanent members for sustaining of universal peace and searching for solutions to the greatest global issues. Building a safer world depends on their successful communication. Therefore, it is of utmost importance to look back at the failures of global communication in order to draw lessons. One of them is the process of four-way regulation of the West Berlin Status, which led to the first “color” revolution in Europe – disintegration of the German Democratic Republic. The article provides insight into the analysis of the negotiations on the issue between USSR, USA, Britain and France.
