Abstract
If Austria attempts any coercive measures of any kind against Serbia I am quite convinced... that Russia would immediately take action herself. The question then arises as to what part Germany would play in the event of Austria and Russia coming to blows ... and ... I myself have little doubt that Germany would stand by the side of Austria. I am informed by military experts that the Austrian Army could not really cope successfully with the Russian, and it is perfectly evident that Germany would not stand idly by and see her Ally defeated. If Germany then is compelled to side with Austria, France, by her Treaty, will be compelled to cooperate with Russia. Then comes another problem, and that is the attitude we ourselves should pursue.1
