Abstract
The 23rd Congress of the CPSU approved a grandiose program for the socio-political, economic and cultural development of the state. Its implementation will enable our people to make a major contribution to the creation of the material and technological foundation of communism. The Congress also determined the direction of the development of higher and secondary specialized schools in the coming years. It is planned to graduate approximately 7 million specialists from higher and secondary specialized educational institutions between 1966 and 1970 so as to meet more fully the needs of the national economy in specialists.
