Abstract

This is the history of the Fillmore Citrus Protective District (FCPD), a group of people dedicated to solving agricultural pest problems. It involves individuals from diverse backgrounds and organizations, both public and private. In their objective of finding a least cost solution to their citrus pest problems, their success has been overwhelming. Unfortunately, because of the nature of their pest problems and the development of their solution, some among the scientific community have tended to view the results as being unique and not necessarily applicable elsewhere. These skeptics doubt that there is much to learn from the FCPD's experience. Such thinking misses the point. The specific solution is not as important as the process. The solution is unique to that ecosystem. This is true by definition. What is important arc the factors and process by which these people recognized, approached, confronted, and solved their problems. For those interested in area-wide pest management, there may be a lesson to be learned from those who have worked so diligently.
