ON January 3, 1958 the Federation of The West Indies came into existence. It brought together within a single legal framework ten British island colonies' in the Caribbean and left the door open for admission to it of other territories, especially the mainland colonies of British Guiana and British Honduras, at a later date.2 These ten islands are widely scattered over an area of about 8,005 square miles, a distance of 1,100 miles separating some of them. They have a population of slightly more than three million. Jamaica amounts to half of the Federation in area and in population.
