Abstract

The article examines legal regulation of the areas of responsibility of the subjects of the Russian Federation, considered by the author as one of the criteria for determining the scope of the law-making process for regional parliaments and the characteristic of the principle of federalism. Particular attention is paid to the analysis of the interconnected spheres of the subject matter of the subjects of the Russian Federation, which allows to highlight the specifics of the legislative process. The aim of the study is to define modern mechanisms of legal regulation of the legislative process, which, in the absence of sufficient legislative regulation, should be consistent with the principle of federalism. The novelty of the study lies in the fact that for the first time the principle of federalism relates to the legislative process, and as a result, arguments are made in correlate with this principle of rules defining the spheres of the legislative process for parliaments, as well as determining the order of the legislative process. The generalization of practice and the author’s systematization of approaches to the regulation of the procedure of delineating subjects of reference between the Russian Federation and its subjects formulates a new approach of a comprehensive definition of the rules of the legislative process for the regional parliament.
