In this analysis of the Bureau's recordkeeping practices, Professor Zeisel reveals that the Bureau has been using a biased statistical sample to show that the federal courts can be blamed for a high degree of criminal recidivism. Hans Zeisel is professor of law and sociology at The University of Chicago.
