Abstract

This seminar presents Edmund Dell's view of Cabinet government, based on his experience of high office in the 1970s. He discusses the idea of collective responsibility and suggests that this neither does nor should accord with the reality of the situation. Instead he suggests that Cabinet government should be seen as a matter of collective tolerance. The seminar was chaired by Peter Hennessy.
