Abstract

Performance Management Development System has been implemented at local municipalities to measure the performance of the workers and to indirectly combat poor service delivery protests. The program however brought its own inherent challenges. The question that remained was whether the system was effective in developing the workers or not. Thus, an empirical investigation was conducted in Lepelle- Nkumpi local municipality to explore the experiences of municipal management on the implementation of performance management system. The study also looked at the support systems that are in place for the implementation of the programme. Twenty six municipal managers participated in the study, thirteen females and thirteen males. The findings indicated that there is a need to improve on the implementation of Performance Management and Development Systems. DOI: 10.5901/mjss.2014.v5n27p1216
