The European sourcebook of crime and criminal justice statistics: Importance of comparative statistics, Serbia and the data on crime and criminal justice

Abstract

The paper points out the importance of comparative statistics and their role in the enhancement of the national system of criminal justice statistics, and the national criminal justice system in general. The central part of the paper is about history, significance, methodology and content of the European Sourcebook of Crime and Criminal Justice Statistics. It indicates the key problems in the process of collection of comparable data on crime at the European level, and the problems which Serbia faced in the process of preparation of inputs for the fifth edition of the aforementioned Sourcebook. Given that the European Sourcebook of Crime and Criminal Justice Statistics contains information on six equally important areas of the criminal justice system (police, public prosecution, courts, penal institutions, probation service and victimization), the paper includes recommendations for the improvement of the data collection in some of these areas in Serbia.

СТРУКТУРА ЗБИРКЕ И МЕТОДОЛОШКИ ПРИСТУП

Пето, издање Збирке садржи шест кључних сегмената који се односе на следеће области: полиција, тужилаштво, судови, казнене установе, пробација и истраживања о виктимизацији. Прво поглавље последњег издања Збирке садржи податке које прикупља полиција. У питању су подаци о осумњиченима за кривична дела која се гоне по службеној дужности, а за које је полиција сазнала током вршења послова из свог делокруга или пак по пријавама оштећених и других правних и физичких лица. На ово поглавље надовезује се четврто у коме су сумирани подаци о извршењу кривичних санкција у посматраних пет година, те о трендовима који се односе на затворску популацију. Систематичног и планског прикупљања података о виктимизацији криминалитетом на нивоу целог старог континента није ни било, тако да се у збирци налазе резултати националних истраживања која су спровођена у појединим државама у периоду од 1990. Стога не препоручују изоловано компарирање појединих података, те указују да се правилнији закључци могу извести упоређивањем трендова криминалитета у једној земљи са трендовима који се односе на веће групе других држава
