Abstract
In the light of the experience of the major European Community states (France, Germany, Italy, Spain, and the United Kingdom) the paper briefly reviews European responses to the challenges of international and domestic terrorism. The impact of recent major changes in Europe's strategic environment, including the end of the Cold War, the democratization of Eastern Europe and the break‐up of the former Soviet Union, is assessed. The conclusion looks ahead to the implications of the proposed dismantling of Europe's internal frontier controls and considers the feasibility of a concerted European Community policy on terrorism.
