Abstract

1. The Single European Act European Political Cooperation (EPC) began in 1970 as an inter-governmental arrangment between member-states to coordinate foreign policy on the basis of consensus decision-making and, since then, it has been the main agency of the Community for the expression of its political aspirations and for their embodiment in limited fields of foreign policy. These aspirations are contained in the foundation Treaties of the Community and, after the crisis of detente in the mid-seventies, they were articulated in three related concerns of the European Parliament. These concerns were later refined, modified and embodied in the wider instrument of legislation which became known as The Single European Act.
