Abstract

The European Union's mission in the Central African Republic seeks to provide temporary support to African-led efforts to contain the current conflict, bridging the gap until a larger United Nations peacekeeping force arrives. Although an initial crisis-management plan was agreed with unusual speed, it has taken much longer than anticipated to get troops on the ground.
