Abstract
ABSTRACT This paper describes the evolution of a drug crisis intervention agency from a community outreach program into a group home and then a Children's Mental Health Centre, known as Frontenac Youth Services. Based upon the demands for accountability from supporting sources, the agency first known as the Oshawa-Whitby Crisis Intervention and Rehabilitation Centre, had to be flexible in order to survive. In times of rapid social change and funding uncertainties, residential treatment programs must be prepared to adapt their treatment skills, management practices and business beliefs, as did the Crisis Centre.
