Abstract
In the competitive electricity market, impacted by more additional factors, the operation system of electricity market has become more and more complex, and the operation rules of electricity market are not only the limitation and intervention to the operation system any more, but also the motivation and guidance to the construction of competitive electricity market. Whether the operation rules reasonable or not has related to the operation situation directly. However, the evaluating indices system applied now is almost about the market operation efficiency instead of the operation rules of electricity market. So, based on the research on establishing methods of indices system, this paper will propose the framework of evaluating indices system for the electricity market operation rules, and then introduce the comprehensive evaluating model which could lay a foundation for the next further research on the evaluating indices system of electricity market operation rules.
