Abstract

Premier En-lai has emerged into the foreground of China's political arena. The Chou En-lai diplomacy started when he visited Hanoi for the funeral of North Vietnam's president, Ho Chi Minh, in September 1969. Reportedly, when met Soviet Premier Kosygin — who was on his way home from Hanoi —at the Peking airport, was all smiles. The Chou-Kosygin talks took place at the airport and were followed by the Sino-Soviet border negotiations, which started in Peking on October 20. One year has passed since then. A quiet thaw in Sino-Soviet relations has been taking place slowly but steadily, and both countries are expected to return their ambassadors to their respective posts soon.
