Abstract

Abstract Mercantilism is not an easy concept to delimit. With mercantilism, as with the concept of imperialism, one finds that ‘the same term is customarily used to designate diverse, and in certain respects antithetical concepts. Indeed theoretical controversy is often based on nothing more than a failure to grasp what is the object of reference.’1 Controversy surrounds the concept of mercantilism, and debates about it turn on the question, ‘what objects or ends does the concept refer to?’
