Abstract

This paper describes the sequence of events that led to a stronger environmental pesticide program in the State of Florida. Prior to 1983, the State of Florida did not have an active pesticide program. There was very little impetus to protect the groundwater from the effects of pesticide contamination. The technical findings, the news media publications and the resultant political actions changed the climate in the state to one of serious concern over groundwater contamination by pesticides. In 1983, the State Legislature made broad, major inroads into legislation and funding of programs that provided the state with a comprehensive pesticide program that looked at the environmental impacts of a wide range of pesticide activities. The discoveries of aldicarb and EDB in the groundwater were the two pesticides that made these programs possible.
