The major report, “Planning and the Health Care System: A Question of Balance,” was written with Chris Shannon and Russell Jones and formally submitted to the New Hampshire Department of Health and Human Services in March 1998. It represents a synthesis of the academic and professional literature on health care reform, state and federal reports and memoranda, and the discussions and dialogue among New Hampshire citizens who participated in the planning process. The department used much of this 270-page document to produce a ninety-page department position paper: The New Hampshire Health Care System: Guidelines for Change . Both documents offer a framework and approach for other states considering comprehensive change. They also offer a plan of action within the confines of the existing form of federalism.
