Abstract

In many situations, for individuals that are institutionalized, normal sexual development is disrupted by among other things lack of privacy, gender separated living environment, lack of sex education, and lack of opportunity. Many institutions actively prohibit sexual expression and in other situations passively set the conditions for sexual assault and exploitation. These experiences in many cases have long-lasting and deleterious effects even after people return to the community. Recognizing that all people whatever their circumstances are sexual beings there is a need for explicit institutional policies that provide an atmosphere where sexual expression can be normalized as much as possible while ensuring a safe and supportive environment.
