Abstract

RECENTLY several states have seriously considered an amendment to the old-age assistance laws abolishing the legal responsibility of children to support their parents. This revolutionary change in the institution of filial responsibility is symptomatic of the broader trend toward the assumption of traditional family functions by the state and by society. As economic insecurity began to harry the family, more and more social devices became necessary to underpin a weakening structure: marital clinics, child guidance clinics, home economics education, parent education, the birth control movement, the public health movement, maternal and infant hygiene, the visiting housekeeper, recreational developments, public relief, mothers' aid, legal aid, juvenile and domestic relations courts, public housing, and aid to home owners.
