Abstract

The conversion of agricultural land to other uses is a global phenomenon that threatens the sustainability of agricultural activities and the fulfillment of people's food needs. Efforts to control the change of functions, through the enactment of positive laws and local wisdom, are a form of corrections to the imperfections of the land market. This study aimed to examine the effectiveness of the positive laws and local wisdom implementation in controlling land use change. This study was conducted through a review of various articles and the results of studies on the same topic and was complemented by secondary data from various sources. The results of the study showed that the causes of the change of land functions, affect the effectiveness of positive laws and local wisdom in controlling agriculture land use conversion. The pull factor from outside the farmers, which is generally a collaboration between a strong economy and local authority, makes all arrangements not work optimally. The pattern of formulating positive laws, generally from outside the farmers, is weak in the formulation and opens up discretion and conflicts. Meanwhile, local wisdom has limited scope and influence in the control over change of land functions.
