Abstract

The funds assigned to implementation of P.L. 94–142 were based largely on national estimates of the prevalence of various handicaps among school-aged children. The reporting system utilized by the Bureau of Education for the Handicapped generates data on numbers of handicapped children per se. This article discusses the incompatibility of the two sets of figures as they relate to speech-impaired children.
