Abstract

On 15 March 2020, President Cyril Ramaphosa declared the national state of disaster in terms of the Disaster Management Act no. 57 of 2002 (Republic of South Africa 2002) to implement the necessary measures to mitigate the impact of COVID-19 on society and the economy. A number of regulations and restrictions were put into place including closing schools and educational institutions, restricting the sale of alcohol aeftr 6pm and prohibiting gatherings of more than 100 people and international travel. As a result of an increase in the number of COVID-19 infections, the President subsequently enforced further restrictions and a 21 day nation-wide lockdown starting from 21 March 2020 to contain the spread of the virus and “flaetn the curve” (Ramaphosa 2020).
