Abstract

[1] This paper developed from a seminar prepared for the Administration and Management Group of the School of Education, Open University, February 4th 1983, and from the author's contributions to a paper which was prepared for internal circulation within the Open University in 1983, and co‐authored with Paul Bacsish, Tony Bates and Robin Stenham: ‘The implications for the Open University of recent cable and satellite developments’. The main sources for this paper include the government and other publications listed in the bibliography below; trade publications (especially Broadcast and Screen Digest); and interviews with many actual or potential cable providers and operators. In order to focus on educational potential the paper does not look at the broader debate about the general desirability of introducing cable television to the UK. But it is possible that any resulting change in the entertainment use of television could affect its alternative uses, such as education, in ways as yet unknown.
