Abstract
The author made an attempt to look at the problem of creation «new man» in Russia in the context of social construction. Catherine II tried to artificially create a «third state» without guarantees of civil liberties. The Russian government did not wanted, that to admit that the third state is not created only by administrative measures to implement unified moral education and vocational education.
