Abstract

This article describes the failure of informal workers to comply with laws and regulations as a policy instrument for controlling COVID-19. This situation critiques Luhmann's theory of expanding the scope of law beyond the consolidated form of legal texts and legal practice. The formation and application of the law still envisage the nature of normative compliance but ignores the interrelation with economic factors and social welfare goals. This socio-legal research involves a survey of social worker communities in four major cities in the Special Region of Yogyakarta and Central Java Province. Research shows the significant need for improvement in the formation and enforcement of laws by considering the interrelationships of the economy and social welfare. © 2021. RIGEO.
