Abstract
The EC Travel Directive has generated hot air for a considerable period but it is not clear that any of this has clarified its scope or likely impact on tour operators. A preliminary study of 180 UK tour operators has revealed high awareness of the Directive's requirements but confusion about how they will be implemented and whether all will be applicable. While a high proportion of managers had been given training to understand the legislation, most employees had been left in the dark. The authors argue that it will be some time before the major implications of the Directive become clear.
