Abstract

We read in the Declaration of Independence of the United States, "We hold these truths to be self-evident, that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness. That, to secure these rights, governments are instituted among men" . . . . All governments, indeed, which have been constituted upon the principles laid down in the great Magna Charta, have, as one of their foremost duties, the preservation of the lives and health of the people.
