Abstract
The future role of the Commonwealth Ministers' Action Group in promoting good governance, the significance of the Fancourt Declaration in the continuing negotiations over world trade, and the swift implementation of debt relief for the world's poorest countries are among issues discussed at the Commonwealth Heads of Government Meeting highlighted by the retiring secretary-general. Chief Anyaoku also outlines the proposals for speeding up moves towards gender equality, and for greater priority to be attached to research into the prevention and treatment of HIV/AIDS. He identifies four challenges for the future: converting the Fancourt Declaration into a programme of action; combating the threat from increased intolerance and xenophobia in pluralistic states; improved exploitation of connections for expanded trade and investment within the Commonwealth; the Commonwealth's function as a mechanism for building inter-regional consensus between emerging regional blocs.
