Abstract

In the shock, confusion, anger, and sorrow of the two years since Watergate, we have, as a nation, humbly looked for answers. We ask how to build institutions and processes which will prevent a recurrence of similar disasters. The reputations of the President, his Cabinet members, and advisers have plummeted and any constructive contributions they may have made seem destined to be interred with the remains of their dwindling fortunes. The political excesses, enemy lists, national security break-ins, illegal campaign funding and wiretaps will encourage many to reject any innovations associated with the Nixon White House.
