Abstract

This study aims to make clear the characteristics and problems of urban design policy in Japan. So as a case study, I analyzed the dispute about high rise buildings (Kyoto hotel and JR Kyoto Station) in Kyoto, which is one of the most famous dispute about landscape in recent years in Japan. In this analysis, I paid attention to a point how administration coped with this dispute. And the result of this analysis shows that the problems of urban design policies in Kyoto, which were appeard through this dispute, connect with the problems of Japanese urban development process and systems for executing urban design policies.
