The Disciplining of Dissent and the Role of Empathetic Listeners in Deliberative Publics: A Ritual Perspective

Abstract

How would it affect our theorizing of radical democracy if dissent within deliberative politics was disciplined not so much through linguistic mechanisms as through a ‘habit’ of ‘selective listening’? Concerned with the constraints on radical democracy in the current global justice movement, I analyze rebellious rituals that re-interpret the hegemonic public transcript of deliberative politics in the European Social Forum (ESF). The ESF is a prefigurative arena for discursive practice in the global justice movement that includes resource-poor grassroots activists, immigrants and social movement insiders. To explore the disciplinary practices of institutional insiders towards other participants in deliberation, as well as resistance against them, I compare discursive opposition expressed within several European- and national-level ESF preparatory assemblies. I argue that the disciplining of dissent in national Social Forum settings works silently, alongside a place-specific habit of selective listening practiced by institutional elites. Rebellious rituals of resistance against exclusion emerge in transnational ESF preparatory meetings, in which grassroots activists assume the role of voluntary workers and linguistic interpreters and encourage movement elites to learn a novel habit of empathetic listening that increases the degree of inclusion. ¿Cómo afectaría nuestro planteamiento teórico de democracia radical, si la disidencia dentro de la política deliberativa fuera disciplinada, no tanto por mecanismos lingüísticos como por un ‘hábito’ de ‘sordera selectiva’? Preocupada con las limitaciones sobre la democracia radical en el actual movimiento de justicia global, analizo los rituales rebeldes que reinterpretan la transcripción pública hegemónica de políticas deliberadas en el Fórum Social Europeo (ESF, por sus siglas en inglés). El ESF es una arena prefigurativa para prácticas discursivas en el movimiento de la justicia social que incluye activistas de nivel popular y bajos recursos, inmigrantes e integrantes del movimiento social. Para explorar las prácticas disciplinarias de los integrantes institucionales hacia otros participantes en deliberación, como también la resistencia contra ellos, yo comparo la oposición discursiva expresada dentro de varias asambleas preparatorias a nivel nacional y europeo del Fórum Social Europeo. Sostengo que la disciplina de la disidencia en el marco del Fórum Social nacional, trabaja silenciosamente, junto a un hábito específico del lugar de una sordera selectiva practicada por las élites institucionales. Los rituales rebeldes de resistencia contra la exclusión emergen en asambleas preparatorias trasnacionales del Fórum Social Europeo, en el cual los activistas de nivel popular asumen el papel de trabajadores voluntarios e intérpretes lingüísticos y animan a la élite de los movimientos a aprender un nuevo hábito de escuchar empáticamente, lo que aumenta el nivel de inclusión. 如果协商政治中的异见通过语言机制没有像通过“选择性聆听”的“习惯”那样很好地被规训，这将如何影响我们对激进民主的理论化？关注当前全球正义运动中激进民主的局限，我分析了反抗性习惯，它能重新解释欧洲社会论坛（ESF）上协商政治的霸权性公共文字记录。对于包括资源匮乏的草根活动家、移民和社会运动局内人在内的全球正义运动的话语实践而言，欧洲社会论坛是一个预兆性的舞台。为了探讨制度性局内人对协商中其他参与者的规训实践，以及对他们的抵制，我对在欧洲和国家层面上几次欧洲社会论坛预备大会中表达出来的话语反对进行了比较。我认为，国家社会论坛背景下的异议规制悄无声息，这与制度性精英依场所而定的选择性聆听习惯并存。在跨国性的欧洲社会论坛预备会议中，出现了抵制排斥的反抗性习惯，其中草根活动家扮演了义务工作者和语言翻译者的角色，并鼓励运动精英去学习一种可增加包容程度的同情性的聆听新习惯。
