Abstract

In 1969, US-West European discussions with respect to common defence were dominated by five issues. The first issue concerned the credibility of the doctrine of flexible response which had been officially adopted by NATO in 1967 under American pressure. The second was SALT and its effect on the defence of Western Europe. The third was the levels of US troops in Europe and the growing Senate pressure to reduce them unilaterally. Fourth was the perennial issue of burden-sharing, and the fifth issue was Mutual and Balanced Force Reductions (MBFR).
