Abstract

We examine the suggestion that the very high dielectric constant of water is associated with the absence of a significant component of the quadrupole tensor along the direction of the dipole moment. We find that although ⊖ zz ≈ 0, there is a large “effective axial” moment ⊖ eff zz.
