Abstract

A concrete and differentiated approach to leadership constitutes the most important requirement to be met by the Soviet governmental machinery. (1) "Manage the Economy Concretely and With a Knowledge of the Matter at Hand" — this was the title given by N. S. Khrushchev to an entire section of his report to the Conference of Leading Personnel of Party, Government, and Agricultural Agencies on February 28, 1964, (2) thereby emphasizing the significance of this condition for successful effectuation of the plans for the building of communism.
