The article reveals the features of legal culture in the legislative process. It is proposed to make an addition to the Law of the Republic of Kazakhstan “On Legal Acts” on the introduction of mandatory discussion of bills in scientific communities and in public and trade unions. Classic ways of forming a legal culture are legal education, legal upbringing, and general legal education. In this regard, it is proposed to adopt a special program at the state level aimed at improving the legal culture of Kazakhstani society.
