Abstract

The establishment of the Ministry of the Environment in Finland on 1 October 1983 provided an administrative context for the identification of environmental issues and the development of public policy to deal with these issues. The construction of a theoretical framework in the form of four different environmental ideologies aids analysis of the parliamentary debate concerning the establishment of the Ministry of the Environment. The ideologies reflect differing world‐views, and their expression in public discussion resulted in conflict and delays. The role of three major political parties and their thinking on environmental matters can also be analysed in terms of these ideologies.
