Abstract

Cultural dynamics during periods of large-scale socio-political reforms differ in that during this period many traditional bureaucratic rules of documentation and archiving are poorly observed. Institutions are changed and eliminated, new problems arise that require prompt solutions, and informal communications are actively used. As a result, many important processes of the reform period in archival funds are presented fragmentarily, with gaps. The article provides an overview of regional archival funds related to the transformation of the cultural sphere in the Perm region in the late 1980s - early 1990s. An overview of a number of funds of the Perm State Archive of Socio-Political History, the State Archive of the Perm Region, and the Archive of city Perm, reflecting various aspects of sociocultural transformations, is given. It is concluded that the documents of organizations and departments form a representative basis for institutional changes analysis, recording new current topics and plots in the field of cultural policy. The second part of the article shows the information capabilities of “letters to power” deposited in regional archives.
