Abstract

The concept of culture is always associated with restrictions in behavior, communication, actions of people dictated by traditions or certain conditions of life and activity. There is a concept of «culture of peace» introduced by UNESCO in the early 2000s, although it has been formed for centuries in parallel with the concept of «culture of war», which required certain restrictions in the mutual violence of the parties. Until recently, a country was considered strong if it had a large and well-armed army with nuclear weapons, but today, in the era of global information, it comes to the fore. Moreover, it needs to be controlled if it contributes to an increase in violence. In the conditions of information warfare, a firm (military) force for coercion and retaliation is combined with soft power in the form of persuasion and coercion (various methods of communicative influence). The main thing is the creation of a plausible pretext in the mass media, the formulation of a noble goal for a military invasion. One of the types of modern interstate wars is a proxy war, a military conflict in which a third party indirectly participates in its own interests, supporting one of the two actors of the conflict with military, organizational, resource, political, information and communication support. In this regard, the issue of creating high-quality, objective journalism, as well as the protection of journalists working in the war zone, truthfully covering military or other events, becomes important.
